Alliance to promote training in social protection in Ibero-America

The OISS and seven higher education institutions affiliated with PROEDUCA, signed a framework agreement in Madrid to cooperate in training, technical assistance, research, and the dissemination of knowledge in the field of social protection.

The Ibero-American Social Security Organization (OISS) has signed a framework cooperation agreement with several institutions within the PROEDUCA group, including the International University of La Rioja (UNIR), UNIR Mexico, UNIPRO, MIU City University Miami, the Newman Graduate School, the International University Foundation of La Rioja, and Universidad InterNaciones. The aim of this agreement is to strengthen education, research, and technical development in the field of social protection across Ibero-America. It also includes joint initiatives to support the internationalization of social security systems and the modernization of their managing institutions.

The agreement was signed at the OISS headquarters in a ceremony chaired by its Secretary General, Gina Magnolia Riaño Barón. She was joined by representatives of the PROEDUCA group, including Antonio Aragón, UNIR’s International Corporate Director of Institutional Development, and Víctor Pascual Planchuelo, Director of the International Political Science Area at the Faculty of Law. Manuel Pedro Baganha, advisor to the OISS, also attended the event.

The agreement was formally signed by the rectors and legal representatives of the seven higher education institutions associated with PROEDUCA.

During the event, Gina Magnolia Riaño Barón highlighted that this partnership represents an important step toward building a shared Ibero-American knowledge space in social security and social protection. She emphasized that high-quality education, innovation, and academic cooperation are essential pillars for strengthening institutions in this field across the region.

The signing ceremony took place at the OISS headquarters, chaired by its Secretary General, Gina Magnolia Riaño Barón.

Antonio Aragón stressed that the agreement will help promote training initiatives aligned with OISS objectives and tailored to its network of institutions and partners. He noted that these initiatives will support the development of highly qualified professionals through accessible, flexible, and high-quality academic programs designed to meet current needs.

Under the agreement, all parties commit to collaborating on technical assistance and support activities, participating in international projects, and promoting the dissemination of specialized knowledge. Planned initiatives include courses, seminars, technical studies, expert exchanges, joint publications, and other activities related to training and innovation in social protection.

Strong interinstitutional commitment

The OISS, an international technical organization, aims to promote the economic and social well-being of Ibero-American countries by facilitating the exchange of knowledge and experience in social security. Its work includes supporting research, training professionals, and fostering cooperation networks among public institutions and multilateral organizations.
